Comment:

 You did not say which version of "Measure" you used.  Older versions of
 Measure need 'numeric', which in recent versions of builds has been
 replaced by 'numpy'.

 Using Measure-19.xo on 8.2-757, it starts fine for me.  HOWEVER, it does
 not __STOP__.  Clicking on 'Stop', either in the Activity header or in the
 palette on the Measure icon in Frame, had no effect.  Had to 'kill-9' the
 Measure process in order to regain control of my XO - this left the
 Measure process <defunct>.
