Comment:

 Implemented, superficially tested working, will package tomorrow.

 (The logic is -- if we're going into "sleep" mode and the mesh interface
 is not in use, turn off the wifi chip and turn it back on at resume.  If
 the mesh interface *is* in use, leave it alone.)
