 In the process of manually rebuilding an ext3 image for use in the Qemu
 emulator, I noted that Sugar's menus and palettes did not change language
 even after I manually set the correct language in the image.

 It appears that pilgrim is trimming .mo files out of /usr/share/locale/*/,
 thus causing this issue.  Sugar lacked spanish language translations and
 thus the locale change had no effect.
