Comment:

 The general test scenario is : one activity behaves oddly, and a second
 activity thereafter can't launch as a result.  Activities such as SimCity
 which launch their own python process and show up separately in the list
 of activities are known to be one potential culprit (already they are
 influencing Sugar in an unusual way simply by adding more than one icon to
 the frame)...

 Perhaps Joe has thoughts about how to test for this.
