Comment:

 Package Scratch-5.xo is malformed.  The activity.info file in that package
 contains the line 'activity_version = 2'.  This presents a problem to
 Software update -- it reads the activity registry, finds that the
 installed 'Scratch' identifies itself as version 2, and tries to update
 that Activity by installing the Scratch-5.xo package.  But the next time
 that Software update is called, it goes through exactly the same process
 all over again.

 Could Software update "validate" what it tries to install ?
