 The process specified in /proc/sys/kernel/cad_pid, normally init, is
 required to set up a SIGINT handler to deal with this.

 That process should kill everything, detach (lazy unmount) filesystems,
 sync, and reboot. Be aware that a regular filesystem unmount can hang if
 the filesystem is having trouble, so lazy/background unmount is important.
