 I observe this bug with Browse-95 in joyride-2301.  In the same session of
 Browse, some web pages show a vertical scroll bar, but others do not,
 though all can be scrolled using arrow keys or game pad keys.

 The horizontal scroll bar is not obvious, but is often there as a white
 stripe along bottom of screen.

 On consideration, I realize I prefer to scroll using arrow or gamepad
 keys. The scrollbars are useful to give an idea of the page size (by
 comparing 'elevator' length to scroll bar length), and position within
 page.
