Comment:

 I think the diagnosis for this is pretty simple.  At present, the zoom
 level is ''not'' changed when an activity launch begins, which leaves us
 technically within whatever zoom level we launched from. (I think this is
 wrong in itself...we should appear to be in the activity level.)  This
 particular bug results from the fact that we return early from
 set_zoom_level when we select the one it thinks we are already in.

 I'm personally fine with setting the zoom level to activity, as the
 initial patch did.  What to do on failure is somewhat undefined, then, but
 returning to Home is a sensible default.  A better option, given some of
 the new launcher work being done, is to modify LaunchWindow to support
 showing error alerts, so we can handle failure within the launcher itself.
