 I'll try to look at this tomorrow.  Setting this bug back to blocks? for
 now, in that we need to do one of three things:
  1. decide to fix this (after scoping out what the bug is)
  2. decide to disable the option of extreme power management
  3. decide to leave extreme pm in, but relnote that you should be aware
 that it doesn't mix well with the mesh and that a reboot is required to
 use mesh again.

 (I suggest the scoping work, and if the fix isn't obvious then use (3)
 above.)
