 Currently our customization key allows the installation of activities and
 the configuration of their appearance and ordering in the home view (via
 ./bundles/.defaults).  But it does not allow the execution of other code,
 such as sugar-control-panel settable options like timezone, language, and
 power-management settings.

 Provided we can accept the security of sugar-control-panel, we need to
 include a configuration file to set such things in the customization key,
 and also teach the customization key initramfs to enact the settings
 described there.
