 On joyride-2301, 'head -c 100 /dev/hwrng' returns entirely 0xFF bytes.
 This is not random!

 This seems to be the root cause of #8024, since this causes our early-boot
 seeding of /dev/random to be ineffective, and hence causes requests for
 bytes from /dev/random to block.
