 Hah, that's pretty funny.  Okay, mystery solved.  Scott, mind if we close
 this wontfix?  I think we're unlikely to find a case where an activity
 takes more than a minute to start and doesn't use any CPU while doing so,
 other than the case here where the activity isn't actually starting.
