 Palettes are rendered "lazily", i.e., only when invoked, and palette
 scrubbing isn't activated.
 Try this on a real XO: reveal some icons palette, then quickly move the
 arrow cursor to another icon. You will spot that the 2nd palette will
 appear sooner (at the speed that it should been revealed for the first).
 Because no "scrubbing" exists, this shows that the lazy method of
 rendering palettes makes the delay longer for the first reveal. I notice
 this on a B4.

 I have no solution for this :/
