Comment:

 This is a sugar bug, and one I suspect they'll tag 'wontfix'.  If you
 remove an activity directory, you need to restart sugar before it
 recognizes the activity as gone.  Since sugar thinks the activity is still
 present, it refuses to install a bundle with the same version as the
 'still present' activity.
