Comment:

 Spurred by the appearance of #8019 (which might be a duplicate, or
 related), we've started looking into this.   It appears that the EC is
 parasitically powering the WLAN interface through some control lines which
 are asserted even after power to the EC is disabled.  The EC firmware will
 be changed to disable those lines when the laptop is turned off.
