 Following on from #6928 which says: Let's get the Spanish versions into
 the release, and then somebody can make a management decision about what
 other languages to include, and where.

 We need to decide which licenses we should ship translations for, and
 which languages. We will soon be shipping Spanish translations of GPL2,
 GPL3, LGPL2.1, GFDL alongside the English originals.

 Another option is to provide a difference license pack for each
 deployment, to prevent this growing too large. Or we could have olpc-
 licenses providing English, and olpc-licenses-es installed on Spanish
 deployments which provides a few of the translations. And so on...
