For example, the activity icons in the neighborhood or in the journal.
Unlike toolbox buttons, which have a black backlight when hovered over,
these freeform icons don't give any hint that they are actionable.
I remember having seen some mockups of a gray square with rounded corners
appear around the icon when the cursor hovered it.
This could possibly be as easy as adding this rounded square to all these
svg's, make them invisible by default, and only make them visible when
hovered with the cursor.
