 This is 100% intended behavior for /dev/random, which was intended for
 ultraparanoid generation of long-term high-value keys. (for example, root
 certificate authority keys)

 Except when explicitly requested by an unusually paranoid user,
 /dev/random should not be used. Use /dev/urandom instead.

 BTW, some confusion has been created about the matter because *BSD and
 Solaris developers neglected to implement the entropy estimation. For the
 ultraparanoid, Linux is more secure than *BSD and Solaris.
