Comment:

 Is this a regression, or just something that was never caught?  It's a big
 issue, since it basically makes any keyboard shortcuts defined by Sugar or
 by any activity that wants them meaningless.  These bindings should
 definitely apply regardless of the selected tab.

 I think this has been missed since it wasn't tagged properly.
