Comment:

 I've attached a patch which makes the buttons more intuitive by setting
 their sensitivity dynamically.  This patch reveals one small problem,
 which is that no state from the module is stored when leaving/returning.
 This means that, if you make changes to a given module, leave by selecting
 "later" when prompted for restart, and then return, the modified and
 needs_restart variables get reset to False, even though both are actually
 true.  This results in an insensitive accept button, even though there are
 changes.  It's arguable whether or not we wish to prompt again when
 leaving the module a second time.

 I'd still personally like to see this make 8.2.0, since I think it does a
 lot to make the CP more natural to use.
