 the core strings that need to be in the library - a link to the developers
 key form, a link to the activities update feature in the control panel, a
 link to release notes, a link to licenses - should be on the default home
 page.  specific sections/library bundles will be on customization keys and
 can't be guaranteed to be there.

 this should be entered into pootle for localization.  see also #7378
