 Loopholed activities can go in ~/Activities or in /share/sugar/activities
 . The prohibition on installing non- ~/Activities only applies to requests
 coming in over dbus, not to initial registry setup. They can be installed
 in the initial image, or through customization keys, which unpack
 directly.
