 Various bits of sugar code get very upset if there are filenames with non-
 UTF-8 characters in them, since DBus assumes that all strings are valid
 UTF-8 sequences.  The contents-checking code is also unhappy about UTF-8
 violations.  It would be nice to have an automated audit of our files
 (especially library content) to ensure proper encoding of all filenames in
 the core system.
