Comment:

 2 problems with this: on a default boot we won't have network
 connectivity, so providing an activity updater launcher will be a cause of
 confusion. Another issue is that we can't really wait for network since we
 need to make the user aware that activities should be updated before they
 try them and realise half of them are broken.

 How about a 1-button dialog something along the lines of: Please connect
 to a network and run the activity updater from the control panel?
