#7946: Software Update autolaunching on first boot after olpc-update or clean-

-------------------------------------------+--------------------------------
After updating to a new joyride build, both by clean-install and olpc-
update, on first boot, the software updater launches immediately after
Sugar finishes loading and tries to update activities.

Because this happens before the XO has access to the internet, it fails
and the user needs to exit the control panel, connect to an access point
and then go back into the control panel to start the update process again.

In the case of XOs that were updated with olpc-update, they eventually
connect to the internet on their own via their preferred access point (if
it is available) so they don't need to leave the control panel in most
places, and just need to wait for the XO to connect to the internet. The
XOs that had the clean-install, however, are forced to go through the
entire process of clicking out, connecting and then reopening the control
 panel.

 Should this be happening?
