 There's a testcase in this bug; if browser.cache.memory.capacity is set to
 5000 after the patch, the patch has worked.  I don't know if a better
 testcase is/should be required; I know that having
 browser.cache.memory.capacity set stopped Wikibrowse from OOMing.
