 I suspect it would take more than a day of work to rename Wikipedia's
 several thousand files to non-Unicode somehow (what about characters that
 don't *have* an ASCII equivalent?) and to update the HTML links to those
 files everywhere somehow.  I'm not going to be doing that.

 I'd like to return this to blocks?:8.2.0, on the grounds that the
 assumption that it's not a severe regression is unsupported.
