#7894: Colors activity shouldn't turn on the camera except when it's using it

It's really creepy to run Colors and then have the machine start watching
you for no obvious reason! Why does a "paint" program need the camera?

I was eventually found the "camera" icon under the "Paint" tab; but it
just takes a single snapshot whenever you press it. The camera should
only power on when the user clicks the camera icon, and should then
immediately power off -- for power savings as well as to reduce the
 creepiness factor.

I also found a button called "Video Paint" but it doesn't seem to do
anything. (And it has the same magnifying-glass-minus icon as the icon
next to it, which isn't called "Video Paint"...??)

I seem to be using Colors version 3 (it's hard to tell whether that's a
version number, in the Home list view, or something else).
