Comment:

 We should not do this in a sugar specific way. The way gtk is currently
 doing it is to use stock icons and I think we should do the same. So:

  * We should use gtk stock icons when available.
  * We should register additional sugar stock icons when necessary.
  * Activities and the shell should use stock_id instead of Icon::icon_name
 when appropriate.
  * Icon and CanvasIcon might have to support stock_id at some point, but I
 *think* using gtk.Image directly should cover all the cases for now.

 Unfortunately this is going to be a bit of a mess, because the changes are
 spreaded in several different modules.

 Khaled, can you provide a list of activities and places in the shell which
 are affected by this issue? We can start from there and come up with
 patches to fix all of them.
