 patch checks both po/ and locale/ . Easy to change for just one.

 Touch a file in po/ or locale/ directory of an activity and build that
 activity. Should cause warning. eg:

 #cd ~/Activities/Terminal.activity/

 #touch po/testing

 #touch locale/testing

 #./setup.py dist_xo

 WARNING: Localization file po/testing not in MANIFEST
