Comment(by dupuy):

 I created a separate ticket #7857 for the issue of Arabic-Indic digits,
 and Khaled came up with a clever workaround for the problem of omitted
 format specifiers in plural forms translations, which is to use %.0s,
 which prints a zero-length version of the number. This is perfectly safe
 in Python, although msgfmt --check-formats and Pootle checks may complain
 about the use of %.0s in a translation where %d or %i is used in the
 original. I'll be submitting patches to the Pootle and GNU gettext
 maintainers that should suppress those complaints.

 So, if there are no other issues with the original patch, it can be
 applied and this ticket resolved.
