 This should just be a few header files. It could legitimately
 depend on a glibc-devel and librsvg2.

 It's demanding 23 other packages on a system that already has
 lots of *-devel packages installed.

 It wants docbook stuff. It wants obscure X libraries. It wants the console
 mouse daemon. None of this stuff is required or even useful for compiling
 stuff to use librsvg2.

 This ends up wasting 14 MB. Please remember the hope that children
 will (eventually) be able to take full advantage of Open Source.
 With bloat like librsvg2-devel's needless dependencies,
 participation gets a lot harder on the XO.
