 I agree with ticket #7730.

 For other situations where an icon provides both a default action when
 clicked, and a palette when hovered, let me suggest that you keep in mind
 'spastic' users.

 This does not matter so much with a default 'mute' action - if the desired
 result is not seen, the user can manipulate that icon some more.  However,
 with an icon having a "serious" default action, I myself have managed on
 numerous occasions to "spastically" left-click that icon, when I *meant*
 to hover on the icon, and select a non-default action from that icon's
 palette.
