Comment:

 Given that eJabberd doesn't actually implement the access control, I don't
 think Rob's original concern applies. Furthermore, in a world where you
 get information for non-subscribed contacts through Gadget, you don't need
 permission to read non-contacts' PEP nodes, and Gadget is subscribed to
 everyone it wants PEP information from. Hence, closing this bug.
