 Instead of expecting the builds to be top-level modules, olpc-update
 should look inside a top-level builds module.

 This would allow us to

  - use a static rsyncd.conf on the server, pointing to a
    'builds' directory

  - make cleaner use of rsync for other content
    distribution tasks

 The main point is that this forces unneeded complexity on the server side
 - having to rebuild rsyncd.conf and -HUP rsync for every new build
 installed.
