 Currently, if someone wants to relocalize their XO laptop, they must make
 the change both in sugar-control-panel and by editing
 /etc/sysconfig/keyboard.  sugar-control-panel should handle changing the
 keyboard map, perhaps by writing to an xkb config file in the user's home
 directory.

 I am aware this is not a common problem; however, a G1G1 donor who happens
 to be an educator in Ecuador is having a hard time typing in Spanish -- a
 language well-supported by the XO.  Even changing two letters in an
 XKB_LAYOUT can be daunting when you're not familiar with the command line.
