Comment(by carrano):

 Manual inclusion of an AP entry in sugar/default/nm/networks.cfg is not a
 workaround.

 If the AP is not passively detected during scan it is like it is not
 there.

 Hence, although this needs UI support, it also needs NetworkManager
 support for actively scanning for the cloaked AP.
