 I gave it a try last week, and didn't notice much of a difference -- we
 still didn't start scheduling until the end of driver resume, which was
 confusing.

 It also pointed out to me that, even if this works, we'll need to move
 DCON resume up higher in the driver resume path, since it's currently
 after USB.
