#6892 NORM Never A: GPL requirements

Can someone else do this?  Is there a way for me to give people permission 
to this (count this message as permission if possible).  I haven't worked 
on this project in months and it isn't anywhere in my queue (meaning there 
is no way I'll get to it soon).  At the time I  tried to include all the 
GPL things I understood it to need.  The code certainly is GPL and it would 
be a shame not to include it because a file is missing.
