Comment:

 The main problem in the current state of affairs is that there's '''no
 consistent way''' to answer the following question:
  What is the last version of xyzzy.es.po ?
 The .POT may show in Fedora (or not), same with the .PO, but for example
 taking TamTamSynthlab and its spanish .PO:
  * Fedora shows a .POT,
  * Fedora reports no .ES.PO,
  * The .ES.PO is stuck in a ticket (ie #3762 -- filed 4 days ago, on
 Sept.24)
 In the meantime anybody, ''not knowing'' about #3762, willing to
 collaborate, will grab the .POT in Fedora and redo the .ES.PO.
 There have been several overwrites or work done twice because of the
 current workflow setup. (see http://wiki.laptop.org/go/XO_es the section
 on lost translations)
