#3936: Within browse, there are still times when the hot corners don't open the
frame

 Some times, when in Browse, moving the cursor to the screen corners
 doesn't open the frame. If you move the cursor to a toolbar button and
 make its palette appear, the corners start working after that.
 I'll attach browse's log.
