 are incomplete downloads when stopping a Browse session.  We could provide
 options to "Pause download" (assuming we have resume support), "Cancel
 download", and "Continue download."  The wording for these isn't good
 enough, but this illustrates the ideas.

 I'm not the user experience guy here, but with the current way we expose
 the downloads in the UI, how will the user relate the download apparently
 going on in the journal with the web page that is being closed?

 If the download was going on inside the Browse window, this suggestion
 would make more sense to me.
