 At the Journal/Tubes meeting, Marco expressed the need for a comprehensive
 Sugar API review.

 At the Security meeting, Walter confirmed that API review (specifically
 with an eye toward security requirements) and bug fixing should be higher
 priority tasks than making new Journal features.

 This task will track the state of that API review.
