 To make my stance on this more clear, I'm very interested in finding a way
 to accommodate stylesheets for accessibility.  I also think there are a
 few use cases where we will want to apply stylesheets ourselves. For
 instance, when displaying a locally stored webpage for offline viewing, we
 may want to specially style links so that it's known they aren't
 clickable.

 I'm unsure how important it is that users can actually provide arbitrary
 stylesheets themselves (although the accessibility panel could simply
 allow the user to specify their own, in which case the accessibility
 feature could be used as a vehicle for arbitrary styling.)
