 This is probably a subtle bug, but consider the following:

  1. Select some text in Write
  2. Select the Format tab
  3. Choose a list format

 Upon choosing the format, a context switch is assumed which transitions
 back to the Text toolbar.  This is frustrating, since I might be testing
 out various formats, etc.  I guess it might be safe to say that a context
 switch can only happen explicitly via user selection; one shouldn't occur
 on account of actions taken in the toolbar.

 Furthermore, it would be worth defining equivalence classes for the
 toolbars, whereby text and format, for instance, are considered to be the
 same context.  In this manner, with the format toolbar selected, I could
 change my current text selection in order to apply formats to various
 pieces of text without switching to the text toolbar implicitly with each
 new selection.
