 Regardless of whether or not we support this feature, the above behavior
 isn't correct.  If the activity isn't explicitly public (all can see it)
 then the popup should still read "Private" (even if there are multiple
 participants).  Moreover, it should still be possible to switch scope from
 "Private" to "Neighborhood."  I think that it's safe to broaden activity
 scopes.

 Until more thought and testing has gone into it, I think it's safe to make
 the popup insensitive once it is shared with "Neighborhood" as narrowing
 scope raises many subtle technical questions.
