 This idea of presence vs. absence is critical to the whole design of the
 system.  We use it for activity instances, for the startup sequence, for
 insensitive buttons, and more.

 That said, it really isn't a usability bug in the short term; it's a small
 piece of a larger UI philosophy.  I think it's quite important, but it
 can't take precedence over other bugs that inhibit the usability of the
 system.  You can push it to 1.1 if there's no time.
