 There are two strong (and closely related) uses for this:

 1. Fullscreen mode
 2. Handheld mode

 We want to take advantage of the small screen by allowing the user to make
 the toolbox and trays leave the picture, presenting a fullscreen view of
 the book, the webpage, or the drawing they are working on.  Activities may
 do something "on their own", such as record does, to blow up a specific
 part of the screen.  On the other hand, many which have simple single
 canvas views will become naturally fullscreen without the toolbox.  This
 gives us two of the most important - Read and Browse - for free,
 essentially.

 In handheld mode, definitely do not want the toolbar present, since
 interaction will happen via the buttons, which are ''not'' to move the
 cursor around the screen. #2954 will handle hiding the cursor in this
 mode, which clearly just gets in the way and is not even usable without
 the trackpad.  Likewise, without the mouse, navigating the toolbars and
 doing anything useful is really hard, and also not a good experience.
 Hiding them both makes better use of the screen, and eliminates any
 feelings that "there should be more I can do here" which result from
 having inaccessible controls/cursor.

 In my opinion, handheld mode will feel much more polished with this
 change, enough so to seem reasonable stable until we have better key
 mappings and other support.
