#3874: Palettes invoked with Right-click require explicit dismissal

This is related to #3608, but I wanted to emphasize the point.
Right-clicking should reveal the secondary palette for an item. When this
palette is invoked explicitly (via the click, instead of rollover), the
design calls for an explicit dismissal of the palette. That is, it should
remain visible regardless of the location of the cursor until either:
- the user clicks outside the palette
- the user clicks an "action" button inside the palette
- the user clicks the icon button which invoked the palette
I bring this up as a ticket for discussion. It may be tricky to
implement, and I want to discus pros and cons of it before we get into
details.
