 If you move the cursor over the anchored palette of an activity launcher,
 the frame hides itself. This is more noticeable if you go to the "Remove"
 option of a user-installed activity launcher.

 The other edges of the frame work correctly: if you move the cursor away
 from the frame but over an icon palette, the frame doesn't hide itself.
